It's been a long time since I last applied so maybe that's why I'm confused, but here's my problem, when I'm trying to send a proposal there's a big pop up that says "Oh no! You don't have enough Connects to submit a proposal." I don't know exactly what it means but when I got in to the Submit a Proposal page and checked Proposal Settingsit says:
