Not able to actually apply

I've been looking for jobs similar to my skillset and found a few. Therfe was not option to actually apply for a job.

What am i missing?

I can see that you're currently using a Client account which is why you don't have the option to submit a proposal to a job post. Can you please confirm if you're referring to a different account so that I can assist you accordingly?
