Not able to re submit for the same project

would you pleas clarify why i am not able to resubmit. I tried resubmitting to the same project which i withdraw but it did now work. Tell me the steps

Hi Mina.

Thank you for reaching out to us. I checked and it looks like you don't have available Connects at the moment. Once you have available Connects, you should be able to use them to submit proposals on Upwork. Different jobs require different amounts of Connects, and there are some jobs where you won’t need to use Connects at all.
