Not able to submit pictures on my profile

How is this issue not fixed? i've seen over 10 posts from other people complaining about the same thing. No matter what picture i try to upload i get this error. File is .jpg and less than 5mb. 2.1mb to be exact. Id like to start working, can someone fix this
