There is no way to know if a proposal has been viewed.
Knowing would be of no benefit to you.
Submit your proposal and then forget about it.
That proposal does not exist and is not a part of your life.
Until you hear from the client that he wants to interview you or hire you.

Do you really want to be charging $ 150/ Hour? That is a very high rate for a Virtual Bookkeeper or a Virtual Assistance? In fact, it is a high hourly rate for most types of work...you may want to reconsider this.
If that is the hourly rate you are quoting in your proposals you are very unlikely to hear from the potential clients, If you are quoting something below the profile rate, it does not look professional to have a different profile rate and offer your services for a different rate.
If that is what you think you deserve? You may have missed adding something very important to your profile, that would justify the hourly rate!
