Of course you should decline an offer if it is not a good match.
That shows respect for the client.
And it makes Upwork a better place for everyone.
ALSO: you can decline offers that ARE a good match.
Declining an offer does NOT hurt you in any way.

In my case, the job offer did not provide enough pay for the job that I had to do. So, I've negotiated with the client for the higher pay and he agreed. That original offer, with the low payment, I've already declined. Does that mean he has to resubmit the offer before I could start?

Hi Irfan,
Since you declined the offer on the original job post, they will not invite you there. They will need to create a new one where you can apply directly, or they can go to your profile and hire or invite you to the new job post.
