I have an offer pending for the last 21 hours.
I’ve sent a message to the client to negotiate .
He hasn’t replied yet.
What should I do if I want to keep my <24 h response time?

Should I decline this offer?

 Response to OFFERS does not affect your responsiveness score at all.

The responsiveness score is only affected by responses to invites to interview, NOT job offers, and you have responded anyway (not that it matters for the score, either way.)
