I am aware of the ongoing payment issue related to Paynoeer MasterCard users. With this issue in place, will I be able to withdraw my Upwork earnings to Payoneer account and then to my local bank account? Thanks

My Payoneer card works as normal now and has done since the 2nd of July. What "ongoing payment issue" are you experiencing?
