I got recently my first contract over 10k mark. I feel satisfied for that, but sadly did not receive any congratulations from UpWork. Kindly, I wanted to inquire if that is so exceptional case or what is the reason. Earlier I have received a congratulation message for every over 500 limit.
Now, evaluating my customers and contracts, I am happy to see that top 10 are all over 500 limit. I think, its pretty good achievement. Are there any statistics — maybe it is nothing. But even many of the seniors here, I have seen, not many of them have one or two over 10k. I hope to get more soon.
What happens after 10k limit? What is the next target?

You should get an email informing you that your fee on that client is now 5%. There's no "next target" in the fee structure - just whatever personal milestones you might set up for yourself.

Congratulations, Kristo! I cleared the $10k bar for the first time recently, too. I think I got an email from UW reminding me that the fee dropped to 5%. I was thrilled with that. I don't care about UW congratulating me. I don't want them poking their nose into my client business, anyway, I'd rather they stick to their own knitting and fix some of the bugs that are constantly plaguing us.
Personally, I see the next goal as clearing the two-year mark and moving off the platform. By then, I will have gotten great value through UW connecting me with such a stable and valuable client and UW will have made more than a few peanuts on the fees.

What, exactly, can you buy with a "Congratulations?"
The fee drops to 5%.
That's it.
If you need fireworks, a cake, candles and a marching band, buy them yourself.

Did you send Upwork a "Thank You" for all the money it facilitated you to earn?

Yeah, that is good point. In the real life, do you expect the God kiss the people, or the People kiss the god?

I don't expect anyone to kiss anyone. Once the fully processed payments (!) cross the $ 10k line you'll get your "Congratulations" message, for what it is worth. And then your fee drops to 5% which is nice.

Exactly. I bought myself a nicer-than-usual bottle of rye to celebrate. And (boringly) a new desktop PC for redundancy, now that I have a full plate of tight schedules. (Thereby guaranteeing that the trusty laptop will soldier on for years and years.)
