Wondering if it is against policy to connect with US only jobs while overseas via Military?

You are not going to get into any trouble for applying to any job posting that you see.

 

If you live in Forinlandia because you are currently posted overseas, and you see a job that says U.S. only, you can go ahead and apply to that job. There is no rule violation on doing so. The client will decide if he wants to hire you or not, regardless of where you live.

No. "US only jobs" can't be applied to people outside the US. Because they don't see them (if their location is set correctly and accurately reflects where they are).

 

If she is abroad, her profile says she is in the US, and she applies for jobs that are set to US only (rather than have a preference for US based freelancers) then that is not OK.

 

Only freelancers who are actually BASED in the US may apply to "US only" jobs. The OP is not in the US.

 

She is allowed to apply to jobs that have a set preference for US based freelancers, but NOT jobs that are set to US only.
