Partner-ship fraud or legit?

Hello I have received a mesages from LinkedIn that read:

"After reading your profile, I am happy to say that we want to work with you. I have my dev team for web development. Could you become our manager? We want to access the US only jobs on upwork.com.
As the manager of our team, your role is to interview clients. We will do the projects."

Does this sound legit or a scam?

They want to "borrow" your Upwork account and you'll end up getting suspended from Upwork at best, sued by clients they defraud using your profile at worst.
