PayPal name mismatches

I need add a paypal account with the name of another person's because my paypal it's not working properly. The another paypal account it's from my wife, I'm getting a migration process and I don't have papers. 

The option for send a withdrawls for a bank it's not possible now in Colombia for new accounts.
