Pay for a client certificate?

You work for/with clients so you can get paid, not the other way around.

All the money a client pays you is subject to Upwork fees. If the client can't make these purchases himself, he could pay you the cost plus 20% to cover the Upwork fee. So if the certificate fee was $100, the client would send you a bonus for $120 in order to pay for it. Just remember that bonuses aren't protected by payment protection.
