Payment Could not be processed. declined

I am trying to upgrade to plus membership plan, i also added my debit card as the payment method but after trying to make payment it says your payment could not be processed (payment is declined). i contacted my bank and they are saying that there was no attempt made from anywhere. can you guys kindly check whats the problem.Regards
