Payment Method Problem

Today I am going to add payment method as local bank method.
But faced some difficulity to add a account.

I don't own a bank account. My mother & my elder brother hold bank account. I used their account for local transaction.

Now I wanted to add my elder brother account as my payment method. But in the agreement section I found a sentence 
" I attest that I am the owner and have full authorization to this bank account."
Actually I am not the owner of the bank account. So what should I do to add my account ?
Don't I have to check the agreement ?

Another thing, don't I have to give "Name on Account" my elder brother's name ?

No, you can't use the bank account of another person to withdraw your fund.

I think you would need to open a bank account yourself, or, you could also add your name into your family member's bank account (i.e., to make it a joint account).
