Payment cannot process

My payment could not process even after adding billing method successfully, I have tried everything and even contacted my bank multiple times but there is no issue from that side. I want to purchase freelancer plus membership. 
Kindly help me solving this problem

Thanks for your quick response, I have tried all of the prescribed solutions but none of them worked. I changed my browser and used incognito window to get the membership but still there is nothing happening. I am attaching screenshots with this email. 
Kindly help me in this regard.
