Payment fails again and agai.

I've 2 method of payments setup, paypal and my local bank account both of them are verified, but every time I tried my payment failed, and never got paid.

Is this some sort of money snatching trick of upwork that "if you wangt your money, we want $0.99, and we will fail your payment. So that you have to do it again"?
