Payment issue with Payoneer card

My client cannot pay for my services using Payoneer or PayPal for some reason. When he tried to pay with his Payoneer card, they did not authorize the payment, He spoke with the Payoneer support and they told him that it is because they require more information, not just the number, expiration date, and CVV. And when he tries to pay with PayPal the platform tells him that his account is not verified, which is not true according to him.
