Payment method problem

So I'm an ID verified freelancer, but I'm having to use Payoneer because I can't log in to my old PayPal account. I live outside of the US so it's too expensive for me to call PayPal's customer support to recover my old account. This is inconvenient and I prefer PayPal. Is there any way I can reconnect a new Paypal account?
