Payment request. "Your payment has been rejected"

Hi.

I reached a minimum amount of $100 and wanted to withdraw it via PayPal. 

I got an email and it's said that my payment couldn't be completed and funds were returned to my Upwork account.

 

I can't figure out what is the problem.
