Is there any way for a EU citizen to withdraw money from Upwork to Payoneer account?
I tried to add my existing Payoneer to billing methods, but there are only Credit/Debit card or Paypal:
Are there any region restrictions on EU citizens? Because I saw screenshots of other countries freelancers, they look different.
PS. I don't want to use direct bank withdrawal, because my bank charges me 20€ for each incoming transfer outside of EU

You are in the wrong screen.
You are in BILLING METHODS, which is how you pay Upwork if you want a membership plan, or buy Connects or hire freelancers.
Get out of that screen and go to "GET PAID" a bit further down, where you can select a withdrawal method and where you should be able to pick Payoneer.
