Paypal Account Limited

I tried withdrawing funds through Paypal but it didn’t go through. Upon checking, my Paypal account is limited because apparently, I registered it as a business account (non-profit) way back 2015. I cannot receive funds unless I resolve this which I can’t because I don’t have the documents. I contacted Paypal to ask them to return the funds to Upwork but they said that they didn’t receive anything. I also tried contacting Upwork and said that the payment went through. What do I do?
