Percentage of the donation

Upwork charges a percentage of the donation made to me by the client.
In the questions-answers you write that you have decided not to charge for the services of freelancers from Ukraine in projects.
I am attaching a response screenshot.
Please explain this situation.

You need to create a separate project that is designated for donations for that, is my understanding.

I'm sorry, but you misunderstood my question.
I have already received a donation and Upwok has deducted a percentage of this donation.
However, Upwork states that they do not charge a percentage of projects with donations for freelancers from Ukraine.
