Yes, if you mean contact information outside of Upwork and that sort of thing. A lot of people use phone or personal email to communicate with a client once they connect. You just can't share that kind of information on your profile--it has to be after you make contact with the client through Upwork.
If they're asking for more personal information than that, it may be a scam, especially if it is banking information. It is absolutely not okay to ever accept any kind of payment, even reimbursement, outside of Upwork.
I would like to confirm what Tiffany has shared. Requesting for skype accounts, email, and any contact information is okay. However, if your client has requested for personal information such as driver's license, social security, home address, etc., you can report this client to the customer support team so that they can investigate, and take actions against the client if necessary.
