It's not forbidden, but likely pointless at best.
Put a video on your profile so any client who looks at it sees it.
Clients get buried in proposals, the last thing they want to do is watch videos... imagine there were 50 proposals with 50 videos...
It's also a monumental waste of your time. The majority of proposals are never opened, let alone read all the way to the end, so to create custom videos for proposals is unlikely a cost-effective way for you to spend your time
