Plus Membership

I have plus membership and for some reasons i cant pay for that. Now I tried to pay 10$ (TODAY 09-06-19) but It is giving me 10 connects and saying that "You're already partway through your previous billing cycle, the Connects you receive today will be pro-rated." My billing cycle is from May 25, 2019 — Jun 24, 2019. My question is why they are not giving me 70 connects for $10 and what they mean by "Pro Rated Connects" ?

Oh! I still think that I am not ready for Plus Membership.

By the way, Upwork should make the platform more smoother despite the
recent changes.
