Portugal - how to get paid if you don't have VAT?

Hi!

I am from Portugal and I am student using Upwork to do some works and get some small amounts of money.

I don't have activity initiated and so I don't have a VAT number.

I'm registered at Upwork, I've done one work and the money is available in my Upwork account which I would later transfer to my PayPal.

My question is: do I need to declare these earnings to the Portuguese Government? If so, how shall I do it? I've talked with a tax adviser and they told me to ask to Upwork. I've asked Upwork and they told me to ask to a tax adviser. I would be very thankful for any help!

I would suggest you find a different tax advisor, because the one you consulted appears to be clueless. Upwork is not going to act as your tax advisor, nor should they.
