Has anyone noticed the surge in postings where clients are in need of a freelancer to contact them on WhatsApp for a position where they need you to post properties online for them? Are these jobs a scam?

Yes, it's a current event, discussed everyday, there are victims everyday, someone lost ~$3000, no (visible) action taken by upwork because for example I just looked at my "most recent" job postings, click "load more" and only 4 of them that "might" not a scam.
Browse the forum a few pages back, you'll see.

They want to take you out from Upwork by asking to communicate on WhatsApp. This is the first step to conning you.

First of all:
It doesn't matter if it is a scam.
Upwork freelancers are not allowed to contact a prospective cient on WhatsApp. All communication must be done on the Upwork platform until a freelancer has been officially hired using an Upwork contract.
Second: Yes, these are scammers.
