Pre-package Project issue with Job Offer not appearing

I'm fairly new to Upwork, offering SEO services and Web development. Today, I encountered a major problem regarding Pre-packaged project. I got a new client outside of Upwork willing to hire me. I decided to bring him to Upwork and then I made a Pre-packaged project to make it easier for him. With my assistance, he signed up then got to my Pre-packaged project on my profile. He entered his billing info then finished the process with his last click "Hire (my full name)". He confirmed to me that it got through.

So what's the problem? It's been hours and there is still NO JOB OFFER. Why is this happening? I might lose my credibility and worse, the client himself. I need help.
