Nope (or very hardly). There are these "Special Offer Jobs" for those who are "Top Rated" where the fee is 10%, tho. So that's something. I guess...

Probably not. The fee change was introduced in large part to stop Upwork from bleeding money on small jobs. The alternative to charging more for the first $500 in earnings would probably be to eliminate jobs worth less than $200 or so, which most freelancers would not want.

The thing to keep in mind is that most of the money earned on Upwork is already subject to a 10% fee.

It's only on the "edges" that fees are either 5% or 20%.
