Prior Client, Suspended By Upwork On Previous Client, Wants to Start New Project?

How can I determine if Upwork will allow a new  hourly contract to be created by a client who was suspended due to non-payment on his previous project with me?

I have no interest is working with him again if he isn't now in good standing with Upwork.

Why would you want to do another job with a client who didn't pay? Isn't that taking advantage of Upwork?

If the client never paid, then I'm curious about how he became un-suspended enough to still be here. Did he send you a formal Upwork offer that shows whether or not his payment method is verified? And does his account show prior projects? (If not, then he probably started a new account, and Upwork will suspend the project as soon as they catch on.)
