Problem With Receiving My Earnings To Local Bank

first time (Last Month) i withdrew my earnings to my local bank was 140$ and the bank freezed this amount until I provided them with a certificate of earnings , this month I withdrawed 200$ and provided them with the certificate of earnings , but they refused the Transfer and the reason is "the transfer company is listed as high risk and we cannot accept this transfer" what shall I do now , I am from Egypt.
