I get this error when trying to submit a proposal..... I have changed my address from US to Norway. I am in US right now, but Norway is my permanent address.

I checked your account, and it looks like you have not completed the address details requested; you haven't filled in the city section. Please update it, and retry submitting your proposals again. If you still see the same error, please let us know. Thank you!
