Problems with inviting the familiar designer to Upwork - not relevant skills

Hello!
I'm a Top Rated freelanser, working with video editing. I have one long term customer, who has always come back - we've made together about 5 or 6 projects. She invites me, when her friends is need my help, and invites them on Upwork as a customers. But now she needs to make a pretty simple job with the graphic design. I've invited my friend (she is not an Upwork member so far) to make this job (she is working as a designer and digital painter), and asked both of them (the client and my friend - designer) to work through Upwork, as usual. Both of them are agreed. So, my friend has made a profile **Edited for Community Guidelines** to take an offer and make it as her first job.
A little description - im planning to make an agency on Upwork due the next month or maybe a little bit later, and in any case I'll need this person (I mean, my friend, designer) on Upwork.
Anyway, her registration has not been completed cause she've got the message from Upwork:

"We’ve reviewed your profile and currently our marketplace doesn’t have opportunities for your area of expertise.

If you have more relevant skills or experience to add, you can update and re-submit your profile. You can find more information regarding our decision here."

We've been working together with my friend for many years, so I'm completely sure in her drawing and designer skills.
Cause the job is already almost done, and both sides are wanted to make it official by Upwork, paying the tax of 20%, they asking me to help them.

Dear community, could we help them?

Hi Sergey,

I`m sorry to hear that your friend registration was not accepted.

Your client has the option to invite your friend via our program Bring your Own Freelancer, our team will review his/her request and reach out to them with the results of the request.
Keep in mind that in order for your friend to be able to work for you`re agency in the future she/he will need to have an approved account on Upwork. Thank you.

If I get you right, now is too late to use this feature (BYOF), cause the profile is already exist?
Or the client is still able to use it?

Your client can still use this program and submit a request to our team, our team will review it and reach out to your client with the results. But please keep in mind that not all requests are approved. Thank you.

 Also bear in mind that even if the client's request is approved, your friend can then ONLY work with that one client. It is not a sneaky way to get a profile approved.
