It is impossible to tell from your profile, what you can actually do. You need to define exactly what your skills are and what you can offer a potential client.
Your profile is nowhere near complete. You need to start from the beginning, and assess yourself honestly. There are at least three skills that you have put, that require, if not a degree, then at least years of experience.
Your 'employment history' is non-existent, so it would be better to delete it.
Enthusiasm and honesty are not enough to carry a freelancer. You risk being scammed from the very beginning.
Nichola is right, your profile is a mess...
The reason why you can't apply is because your hourly rate is still set to less than the minimum of $ 3.00 - you need to change that, then you should be able to apply, you will have been informed.
But at this stage being able to apply will do you no good at all, you have to fix your profile first!
