Profile locked

1. I didn't bid for jobs for 1 month. Now I want to buy connects. But my profile is locked. If i buy connects, will my profile will be active again? Can i send proposal or i have to go membership plan free to plus to activate my account again?

2. I saw, some benefits to go membership plan free to plus. like, i can see the bid range,etc. This is not very big benefit i think for me, is there any other hidden extra benefit if i purchase membership plus?
