Project flippers - what to do about them?

Started to frequently notice project posted by some people and then again, absolutely same one posted by someone else. Apparently people are applying on projects and posting them themselves in hope to make a cut.

 

Question: is this even allowed here?

 

Also, they definitely press on the hire ratios: obviously chances that a flipper will be hired by the original customer, are low, and thus chances that ANYONE will be hired by a flipper, are also low. They clearly reduce marketplace quality.

 

Shall i report them as unappropriate?

If you are also on a certain other website you often see jobs from here posted there not so long after and sometimes vice versa.  I think offically though it falls under the category of irritating but allowed.

On what basis?

 

You can not report jobs simply because you do not like them. You can only report a job if it violates Upwork TOS.

I was amused by a job post for German translation the other day at $ 0.006 a word (yes, 2/3 of a Cent) - the attached files being called fi***r1 and fi***r2.....

 

I just roll my eyes and move on, the flippers can't afford me anyway.

OK so this does not violate ToS. But kinda explains low hire rate right?
