Projects some clients "forget" to make private

Hi all!
I noticed that many of clients place public projects, but from the beginning they have in mind only one (sometimes, few) particular freelancer. Finally they collect a crowd of people, making them to waste their time and connects, assign the project to person they sent invitation from the moment of publishing, and close the project. Other people just serve as extras in movie.
In fact it is private project that person forgot (???) to label as private
I guess, Upwork should at least refund the wasted connects, if person even doesn't interview somebody but people he invited from the start.
