Proposal detail

I recently had a client invite me to write a (paid) proposal for some work in VBA.  The client requested specific details of what I planned to do to correct some issues in the code.  But, it seemed more like he wanted me to tell him specifically what I was going to do just short of writing the code so he could do it himself. 

During the creation of the proposal I decided to keep the specifics rather high level but threw some "bones"  into our discussion of the results for good measure. 

It's not clear if I will get the work or not at this point. Was  wondering if anyone has run into this?  As I pondered this last night a bit more I actually considered removing myself from the work based upon our discussion because of the level of detail he wanted.
