Proposal did not go through, but I was charged connects

Hi there,

I submitted 2 proposals this morning and received an error saying they could not be submitted. Despite the error, I was charged for the connects anyways! I had a look and they were submitted but without my attachments - which puts me at a big disadvantage from my peers and I never would have submitted without attachments in the first place! Am I able to get refunded these connects? Thanks.
