Proposal editing, CONNECT disappeared

There's no option to update a proposal after it's been submitted than to withdraw and resubmit.

I tried following this step, I withdrew and after trying to resubmit the CONNECT was gone, and was requested to add a new CONNECT. I don't know if this is how it's designed to work, or I'm missing something?
