Proposal of an Upwork Plus Client

I got today a direct proposal from an Upwork Plus Client. We went through the files that needed to be translated. Counted the words to agree upon the price.

Please correct me if I am wrong, but should not the Client start up the assignment as an hourly or as a fixed price? 

I'm still waiting to start the task that seemed to be "urgent"... but to start I guess without approval we can't do anything, right?

Correct. "Upwork Plus" means nothing, don't do the work until you are hired.
