I received a message back from a client and he wanted my email address. I looked all over Upwork and could not find anything that was in black and white. My situation is, his proposal which is below that sounds fishy. I'm just not getting good vibes and might be a scam?

You should report similar job posts, this is a fraud & definitely against Upwork TOS:
