Proposals: Less than 10 to 15

It's mean client got just 5 proposals sellers can do Maximum 15 proposals nothing above 15.?

It means the client has currently received anywhere from 10 proposals to 15 proposals from freelancers.

You can always put your cursor over that green question mark and it will give you more information.

It means they currently have 15 proposals they are considering. It’s possibly they received more and dismissed them so it is not a 100% gauge of proposals received, just the ones that are still in consideration:
