Purchasing connects using billing method

Greetings! My name is GM Ashikuzzaman. I am a new freelancer in upwork. My questions are concerned with purchasing connects by using billing method. I want to purchase more connects to submit proposals for getting my first job. Neither i have a earnings nor any billing method has been added in upwork. My questions are as follows:

1) In this situation, if i add my "local bank information" in this system, then will i be able to purchase connects by spending my deposited local funds anyway.

2) If i add "debit visa card(ATM card) information that is only valid in my country", then will i be able to purchase connects by spending my deposited local funds.

This can vary based on your location, but all Upwork users will be able to purchase Connects with a credit card or prepaid card. If you aren’t able to use a credit card or prepaid card or you don’t have an Upwork balance, in many cases you’ll be able to use PayPal. Check the options available to you and learn more about the acceptable billing methods for paying memberships.
