I have earned $1k still I have deducted 20% service fee.

The fee will drop to 10% after the first $500 for each client, not in total. So, if you earn $500 each for two clients, the fee is still 20% for each of them. But if you earn $1000 for one client, the 20% will apply to the first $500 for that client, and 10% for the second $500.

For future contracts with that client (only), yes.
Any other contracts with different clients start at 20% (except for Enterprise clients)

Even if I have earned $1k for same client, when i sign a new contract with same client only my service fee will be reduced to 10%, till then it will be 20% right?. Thank you

I'm sorry, I am not sure what you are asking. When you sign a new contract with a client who has previously paid you $1000 or more, that contract starts at 10%.
If you start a contract with a new client, it starts at 20%, but once you have earned over $500 with that new client, it drops to $500, and then drops to 10%.
An example from your own profile. You earned around $1500 with your previous client.
That client hires you again: 10% fee.
A new client hires you; 20% for the first $500, then 10%.
