Question regarding applying job

If a client included "Rising Talent" in the criteria of a job post, and I am "Top Rated", can I apply to that particular job? 

It shows that I don't meet the client requirements. Please help and share your experiences.

I believe, you can apply. Given the client preference, a top rated might not get the contract. As such, time, effort, and connects might be wasted. But if one likes the job description, then applying might be worth the hassle.
