Question regarding the tax information for Non-US citizens

Hello,
I have recently signed up as Freelancer, and I have an enquire regarding the tax infomation field.
Since I am a Non-US citizen - I reside in France - should I ask a local tax professional for more information on the W-8BEN form? Is the form available on the Upwork website?

Besides, I have already received and accepted a job offer, which is due tomorrow: can I still receive the payment and would it be locked until I include the details for my W-8BEN form?

Please note that you don't need to send a physical copy of your W-8BEN form, just complete the form in your Settings. If you don't have a registered company please provide your full legal name in that field, as it appears in your passport or other official documents. Check out this help article for more details.
