Racist behavior and trying to get work without full contract.

Recently I have been chatting with a potential client and first, he tried to offer me half the mentioned price than the offer for completing the project. After rejecting he started making racist comments. I have the screenshot with me. Where do I complain about it so that I can ensure, the person making racist comments can be penalized?
