How can I be a raising talent member in very soon at upwork with 150 hour work history .

All those hours are for one job, and that job is still open, so as far as Upwork is concerned yo have not completed any jobs yet.

I think that might a big factor in you not getting the Rising Talent badge just yet.

Rising Talent doesn't necessarily depend on the amount of hours you have worked on Upwork. There are other eligibility criteria that you can learn about here.
